Panchayat elections in UP will be held next year due to the Corona epidemic. Because the term of all the panchayat representatives including the village head in UP expires on December 25 and the Election Commission has now announced the revision of the voter list. In such a situation, it is clear that now the elections to the panchayats will be held by May-June next year. In 2015, the election process was completed between 9 October and 9 December and a notification was issued on 9 November. The final voter list will be ready by December 29 according to the program released by the commission. At the same time, delimitation of panchayats, reservation of wards, etc. are also to be done at the government level. This process will also take time.
It will also take about 2 months to conduct three-tier panchayat elections in UP. In such a situation, there are problems in starting the process till February because at that time the examinations run. In such a situation, elections are likely to be held by May-June only. Till then administrators will be appointed in panchayats. At present, there are 58758 gram panchayats, 821 kshetra panchayats and 75 zila panchayats in the state.
Voter list revisited from 1 October
The revision of the voter list for the three-tier panchayat elections in the state will start from October 1. State Election Commissioner Manoj Kumar has issued its notification on Tuesday. The Commission has also given the option to become an online voter for the first time. For this, online registration can be done on the website of the Commission http://sec.up.nic.in/ from 1 October to 5 November. This will be verified through BLO in the districts. If the information is found correct, the name will be added to the voter list.
Action to impose duty of BLO Start
The action for removal of the voters’ list and imposition of BLO duty from the gram panchayats which have been merged with any other gram panchayats or urban body has been started from Tuesday. It will run till 30 September. Additional Election Commissioner Ved Prakash Verma said that the BLOs will request voters to provide their Aadhaar number and mobile number on voluntary basis. With this, necessary information such as date of polling, nomination, result information etc. will be available sitting at home through SMS. The voters themselves can register their mobile number by visiting the ‘Link Voter Service’ on the website of the Commission. From October 1, you will be able to get information about BLO, Supervisor and Sector Officer on the website of the Commission.
Later survey in Containment Zone
Duty of 1 lakh BLO will be imposed at 2 lakh polling stations of about 80 thousand polling places for panchayats. For the first time, the commission has developed an e-BLO app for BLO, through which it will be able to feed all information. The Commission has said that all officers and employees engaged in the revision of the voter list will have to download the Arogya Setu App. Face masks will inevitably have to be used in the area, and homes will be surveyed using social distancing. Verification will not be done in the Containment Zone. BLO will go to that zone only when the Containment Zone is over.
